Jeffrey H. Chesnut
Jeffrey H. Chesnut, whose practice focuses on public finance, economic development and municipal law, has joined Underwood Law Firm as a senior associate.
“Jeff provides wonderful knowledge to the firm because of his municipal work at the City of the Dallas. He multiplies our bandwidth on public finance matters as we help municipalities with bond issues,” said Alan Rhodes, President of Underwood Law Firm.
Chesnut joined Underwood from the Dallas City Attorney’s office, where, during the past three years, he advised the city on public finance and bond compliance matters and provided counsel to the economic development and housing departments. He advised on transactions financed with incentives, negotiated public-private partnerships and advised on special entity formation, TIF and PID financing, and tax credit financing.
His practice includes affordable and mixed-income housing finance and compliance. He advised municipalities, Housing Finance Corporations and Public Housing Agencies on financing available through HUD or TDHCA programs, tax credits and bonds. He also counseled on land banking, land trusts and homestead preservation districts.
Previously, he handled contested public finance matters on behalf of issuers across Texas at Norton Rose Fulbright. There, his experience included a number of declaratory judgment suits brought to validate issuers’ authority to issue bonds and to enter contracts financed with those proceeds. Chesnut also served as a law clerk to the Hon. Jane J. Boyle of the U.S. District Court for the Northern District of Texas.
He received his Bachelor of Science from the United States Naval Academy and, after serving at sea aboard a Cruiser and a Guided Missile Destroyer, he earned his Doctor of Jurisprudence from Vanderbilt University Law School.
Chesnut frequently presents before neighborhood associations, civic groups and non-profits working to improve quality of life at the local level. He and his wife, Sara, have two sons and are active members of First United Methodist Church in downtown Dallas.
